Sean Oswald

Based in Dayton, Mr. Oswald joined RLS in 2011 and oversees all drug and alcohol projects for transit systems and State DOTs nationwide. A nationally recognized expert on FTA Drug and Alcohol Program regulations, he has conducted more than 800 compliance and policy reviews across multiple states and provides technical assistance and training to transit professionals nationwide. Sean has presented at numerous FTA and state conferences and helped develop the Drug and Alcohol Testing Industry Association’s Substance Abuse Professional Training Manual and Course. He holds a B.S. in Substance Abuse Counseling from the University of Cincinnati, is a Certified Employee Assistance Professional, and serves as a Commissioner on the CCDAPP.
Julie Schafer brings more than 22 years of experience, including 15 years in transit operations and maintenance, with expertise in state and federal compliance, grant writing, policy development, and staff training. As RLS’ Rural Transit Circuit Rider and a CTAA Certified Community Transit Manager, she helps transit systems strengthen operations, resolve administrative and financial challenges, and improve services.
